Singapore runs a deep instant-payments and tokenisation innovation agenda. Domestic rails FAST (2014) and PayNow (2017, an overlay on FAST using NRIC/phone/UEN proxies and SGQR) anchor a cashless ecosystem. MAS leads/participates in Project Nexus (cross-border interlinking), Project Guardian (asset tokenisation), Project Mandala (compliance-by-design cross-border), and announced 2026 tokenised MAS-bill trials. The MAS FinTech Regulatory Sandbox and 2025 DTSP framework support product development; Paxos and StraitsX (XSGD) feature in stablecoin issuance.
Product Innovation & Market Development
MAS and the Association of Banks in Singapore jointly published Phase 1 findings of the PayNow Generation 2 study, scoping a substantial upgrade path for Singapore's flagship instant-payments rail. The scoped features include request-to-pay functionality, structured reconciliation data fields, a dedicated micro-payments rail, expanded cross-border connectivity beyond the existing bilateral links, offline-payment resilience, and agentic-commerce functionality intended to support automated, AI-agent-initiated payment flows. This is a confirmed, directly sourced T1 development, and Phase 2 of the study is expected to follow with further detail.
The breadth of features scoped for Phase 2 -- spanning reconciliation-data standardisation, a new micro-payments rail, and agentic-commerce support -- indicates that MAS and the domestic banking industry are positioning PayNow as infrastructure for a broader set of use cases than simple peer-to-peer and consumer-to-merchant transfers, extending into structured commercial payments and emerging automated-commerce models. This product-innovation track runs on a distinct rail from the DPT/digital-token licensing developments covered elsewhere this cycle, reflecting Singapore's parallel strategy of expanding conventional bank-rail payment infrastructure while maintaining a conservative posture toward crypto-adjacent payment services.
Outlook
The publication of Phase 2 findings, expected to build on this Phase 1 scoping work, is the item to track next. Particular attention should go to how the agentic-commerce functionality is specified, given the novelty of that use case relative to PayNow's existing feature set.
