France's principal rails are SEPA SCT and SCT Inst (now governed by the 2025 SCT Inst rulebook and the Instant Payments Regulation, Reg. (EU) 2024/886), settled over the Eurosystem's TARGET/TIPS infrastructure. The IPR mandated receipt of euro instant payments from Jan 2025 and sending from Oct 2025, with a 10-second execution timeline (5/7/9-second sub-timelines) and mandatory Verification of Payee. EPI's Wero wallet (live for P2P in France since 2024) builds on SCT Inst as the pan-European A2A corridor, with EuroPA interconnection planned.
Outlook
Watch for PSD3/PSR's Official Journal publication, expected this summer, which will fix the timetable for extending Verification of Payee to all French credit transfers beyond the SEPA Instant corridor.
Payment Corridor Dynamics
Wero, the SEPA-Instant-based wallet backed by a consortium of major French banks including Credit Mutuel, BNP Paribas, Societe Generale, LCL and BRED, surpassed 15 million users in France by the end of 2025. This adoption figure marks Wero as a materially significant instant-payments corridor within the French market, built on the underlying SEPA Instant infrastructure rather than a proprietary rail. Wero has operated under the mandatory Verification of Payee regime since October 2025, meaning payee-name-matching checks against IBAN details are already a live operational feature of the wallet's transaction flows.
Wero's growth and its early adoption of Verification of Payee position it ahead of the broader market on two fronts relevant to this cycle's other developments: it already operates the kind of payee-verification infrastructure that ACPR is expected to prioritise in its PSD3/PSR supervisory reviews of the wider market, and its instant-payments model is a live example of the account-to-account corridor dynamics that the wider PSD3/PSR and ISO 20022 reforms are pushing the rest of the market toward. Wero's scale (15 million users) also makes it a significant data point for projections of instant-payment and account-to-account share of French e-commerce transaction volume.
Outlook
Wero's continued user-growth trajectory, and whether its bank-consortium backing gives it a durable advantage over card-based payment methods as PSD3/PSR reforms take effect, are the key indicators to track for this corridor in coming cycles.

Payment Corridor Dynamics
Wero has effectively displaced Paylib as the operative peer-to-peer payment rail in France this cycle. Confirmed directly from Banque de France's own explainer page, Wero has been offered since late 2024 by most French banks and enables person-to-person payments across several European countries. Its e-commerce pilot has expanded materially since spring 2026, launched with BPCE, Societe Generale and Hello bank!, aided by the February 2026 EuroPA interoperability agreement that links Wero with Bizum (Spain), Bancomat Pay (Italy), MB WAY (Portugal) and Vipps MobilePay (Norway/Nordics), a probable-confidence finding. This interoperability agreement is significant for corridor dynamics because it extends Wero's usability beyond a purely domestic French rail toward a broader pan-European instant-payment network, positioning it as a genuine cross-border alternative for retail payment flows within Europe.
BoursoBank, with 8.9 million clients, is reported to be integrating Wero by end-2026, which would extend Wero's coverage to near-total reach across the French retail banking market; AXA Banque and CCF are reported to remain non-adopters, a probable-confidence finding from a single trade-press source not yet cross-corroborated this cycle. The near-total coverage implied by BoursoBank's pending integration would leave only a small residual segment of the French banking market outside the Wero network.
Outlook
Whether BoursoBank's reported end-2026 Wero integration proceeds as expected is the key near-term development to watch, as it would extend Wero's coverage to near-total reach across the French retail banking market. The durability of AXA Banque's and CCF's non-adoption is also worth monitoring as a signal of whether full market-wide Wero coverage will ultimately be achieved.
